    presence of Shri Debashis Sen, IAS, Addl. Chief Secretary, Dept. of IT&E and other dignitaries.

    Shri Debashis Sen, IAS, Additional Chief Secretary, Department of IT&E, Govt. of West Bengal delivered the Welcome
    Address and shared his insights to set the tone for the 2-day, Global Blockchain Congress – Consensus 2018.

                                                              He said that Bengal is encouraging all kinds of emerging
                                                              technologies  in  the  fields  of  Artificial  Intelligence,
                                                              Internet  of  Things,  Machine  Learning,  Robotics,  3D
                                                              Printing, Animation and many other areas which require
                                                              absolute modern skill, knowledge and talent. Blockchain
                                                              is foremost among them and Bengal is for Blockchain.
                                                              Govt  of  West  Bengal  decided  to  form  a  Centre  of
                                                              Excellence on Blockchain. He also revealed the first ever
                                                              birth  certificate  based  on  blockchain,  issued  the  day
                                                              before (18th December 2018), by handing over a copy

                                                                of the certificate to the minister.
